二 | 今年10月起，没有支付公路电子收费的开车人士将会收到简讯通知；如果在接到通知后的五天内付款，就无须缴付10元的行政费。目前，开车人士经过电子收费闸门时，如果储值卡余额不足或忘记把储值卡插入阅卡器，而没有支付公路电子收费，就会在几天后收到陆路交通管理局发出的书面通知，支付电子收费，外加10元的行政费。陆交局宣布，10月1日起，当局会向没有支付电子收费的开车人士发送简讯通知。如果他们没有在五天的宽限期内付款，陆交局就会沿用现有做法，以书面通知开车人士支付欠款和行政费。没有及时付款的人将被罚款70元。交通部长徐芳达接受媒体访问时指出，陆交局每年会发出大约50万份书面通知给这些开车人士，因此新的安排更省时省力。“交通部和我们的法定机构从去年就开始了一系列的检讨条规跟工作流程的工作因为我们认为这方面的工作可以为企业、公众带来更多的方便，帮他们省时间又省钱。所以我们用这个新的这个做法呢，改善了那个工作流程，我们可以把这个10元的费用去掉。”部长也说，目前已有10万辆车子安装了新一代无闸门公路电子收费系统的智能行车器。智能行车器可直接探测到和处理未支付的收费。陆交局正在开发新功能，让车主在没有支付公路电子收费时，及时发出通知。这项新功能将在明年中推出，详情稍后公布。
